What we advise on
Petroleum agreements
Concession agreements for exploration, development and production, transfers of interest, farm-ins and operating agreements.
Offshore projects
Regulatory and contractual aspects of Black Sea projects under the offshore law.
Licensing and market access
ANRE licenses for supply, trading, distribution and storage, and compliance with market rules.
Gas and power contracts
Supply, transport, storage and trading agreements, including EFET-based documentation.
Energy transactions
Acquisitions, joint ventures and financings of energy companies and assets.
- Transfers of interest. A transfer of rights under a petroleum agreement requires approval from ANRM and, in some cases, government involvement.
- Regulated tariffs and obligations. Some activities carry public service obligations and regulated prices that change the economics of a deal.
- Environmental liabilities. Decommissioning and site restoration duties stay with the license holder and should be priced in.
Who grants oil and gas rights in Romania?
The National Agency for Mineral Resources (ANRM) concludes petroleum agreements on behalf of the State. They enter into force after approval by government decision, under the Petroleum Law 238/2004.
Does gas trading in Romania need a license?
Yes. Supply and trading of natural gas require an ANRE license under Law 123/2012, with conditions on the applicant's organization and financial capacity.
