Points to check early

  • Timing. Missing a notification deadline can lead to sanctions.
  • Licenses are personal. Licenses do not transfer with assets; a share deal is the usual route.

Frequently asked questions
Can a Romanian gambling license be sold?

The license itself is personal to the holder. Buyers usually acquire the licensed company, which requires ONJN to be informed and to assess the new owners.

Does an indirect change of ownership need to be reported?

Changes in the ultimate beneficial owners must be reported, even when the licensed company's direct shareholder stays the same.
