Renewable Energy & Power Projects

We take solar, wind and storage projects from site control to commercial operation, and we advise buyers and lenders on projects at every stage. Bankability depends on land rights, permits, grid connection and offtake working together, so we review them as one chain.

What we advise on

Land rights

Leases, superficies rights and easements that support construction, operation, financing and decommissioning.

Permits

Urbanism certificate, zoning plans, environmental approvals and the building permit under Law 50/1991.

Grid connection

Technical connection permit (ATR), connection contract and guarantees with Transelectrica or the distribution operator.

Offtake

Corporate and utility PPAs, contracts for difference and merchant strategies.

EPC and O&M

Construction and maintenance contracts, warranties and performance guarantees.

Transactions and finance

Acquisitions of projects at ready-to-build or operating stage, and project financing.

Questions to settle early
  • Grid capacity. The ATR and its validity often decide whether a project can be built. Its conditions and deadlines must match the build program.
  • Agricultural land. Projects on farmland outside built-up areas may need land use changes and the agricultural land rules in Law 17/2014.
  • Permit chain. Each permit depends on the one before it. A defect early in the chain can invalidate later permits.

Frequently asked questions
What makes a Romanian solar project ready to build?

Secured land rights, a valid building permit, a technical connection permit (ATR) and a signed connection contract, with environmental approvals in place. Buyers and lenders check each of these against the project's design and timetable.

Can a solar park be built on agricultural land in Romania?

Yes, but the land usually needs to be brought into the built-up area or removed from agricultural use through a zoning procedure, and the agricultural land rules must be checked before the land is bought or leased.
