Urban Planning & Zoning
What can be built on a Romanian site depends on its zoning documents. We read them for you, obtain urbanism certificates and run zoning plan procedures where the current rules do not allow the project.

What the work covers
Planning review
General urban plan (PUG), zonal plan (PUZ) and detailed plan (PUD) applicable to the site.
Urbanism certificate
Application and review of the certificate that lists the approvals the project needs.
Zoning changes
PUZ procedures to change use, height or density, including public consultation.
Planning disputes
Challenges to planning decisions and defense of approved plans.
- Expired plans. Old general urban plans may be out of date or extended by law. The current status must be confirmed.
- Challenges. Approved zoning plans can be challenged in court, sometimes years later.
- Timing. A PUZ procedure involves several approvals and council votes and should be planned in months.
- Zoning memo for the site
- Urbanism certificate application
- PUZ procedure plan
What is a PUZ in Romania?
A zonal urban plan (plan urbanistic zonal) sets detailed planning rules for an area. It is required where a project changes the rules set by the general urban plan, for example use, height or density.
Is an urbanism certificate a permit?
No. It is an information document that states the planning regime and lists the approvals needed. It does not authorize works.
