Real Estate, Land & Construction
We advise investors, developers and lenders on Romanian property: buying land and buildings, agricultural land, title checks, zoning and permits, and construction contracts. Value depends on the rights that can actually be exercised, so we test title, use and permits against the investor's plan.

What we advise on
Acquisitions and sales
Purchase of land, buildings and portfolios by asset or share deal, with notarial and land book steps.
Agricultural land
Sales of agricultural land outside built-up areas, the pre-emption procedure and buyer eligibility under Law 17/2014.
Title due diligence
Land book, cadastre, restitution claims, encumbrances and litigation checks.
Zoning and permits
Urbanism certificates, zoning plans (PUZ, PUD), building permits and reception of works.
Leasing
Commercial, office, logistics and retail leases for landlords and tenants.
Construction
FIDIC-based and bespoke construction contracts, claims and defects.
- Land book accuracy. Registered area, boundaries and owner details may differ from the reality on site. Discrepancies must be fixed before closing or priced.
- Restitution history. Land returned or claimed under restitution laws can carry unresolved claims.
- Use restrictions. Zoning, heritage, environmental and military restrictions can limit what can be built.
Does a property sale in Romania need a notary?
Yes. A transfer of ownership of real estate must be made by a notarial deed to be valid, and the buyer's right becomes effective against third parties once registered in the land book.
Can foreign companies buy land in Romania?
Companies incorporated in Romania, including those with foreign shareholders, can buy land. Direct purchases by foreign individuals and companies depend on EU membership or treaty rules, and agricultural land has its own regime under Law 17/2014.
