Land Acquisition
Buying land in Romania is a sequence of checks before a notarial deed: title, land category, permitted use, eligibility of the buyer and the procedures that apply to the plot. We run that sequence and close the purchase.

What the work covers
Pre-acquisition review
Land book extract, cadastral plan, ownership chain and encumbrances.
Use and zoning
Urbanism certificate, zoning plan and restrictions affecting the intended project.
Structure
Direct purchase, purchase through a Romanian SPV, or a share deal for a land-holding company.
Sale and registration
Preliminary agreement, notarial sale deed and registration in the land book.
- Inside or outside the built-up area. Land outside the built-up area (extravilan) used for agriculture falls under Law 17/2014 and its pre-emption procedure.
- Boundaries. The measured area on site may differ from the area registered. A new survey is often needed.
- Access. A plot without legal access to a public road may need an easement before it can be developed.
- Title report with red flags ranked by effect on the deal
- Recommended structure and closing steps
- Preliminary sale agreement and notarial deed review
- Closing checklist and registration follow-up
Is a preliminary agreement binding in Romania?
Yes. A preliminary sale agreement obliges the parties to conclude the sale. If one party refuses, the other can ask the court for a judgment that takes the place of the sale deed, provided the conditions in the Civil Code are met.
When does the buyer become owner?
Ownership passes under the notarial deed, but the buyer's right becomes effective against third parties when it is registered in the land book.
