Agricultural Land Transactions
Agricultural land outside built-up areas is sold under Law 17/2014. The seller must first offer the land to holders of pre-emption rights, and some buyers must meet conditions set by the law. We plan the procedure and its timetable before price and closing dates are agreed.

Pre-emption procedure
Publication of the sale offer through the local council, the pre-emption periods and the approvals that follow.

- Timetable. The pre-emption procedure runs for set periods before the sale can be concluded. Closing dates must follow it.
- Who are the pre-emptors. Co-owners, lessees, neighbors and the State, among others, can have priority. The order is set by law.
- Buyer conditions. Some buyers must meet residence or activity conditions, or obtain additional approval, if no pre-emptor buys.
- Eligibility memo for the buyer
- Procedure plan with dates
- Sale offer and supporting documents
- Notarial sale and registration support
Why do agricultural land purchases take longer in Romania?
Because the seller must first offer the land to pre-emptors through the local council and wait for the legal periods to expire, then obtain the required approval before the notarial sale.
Can an energy developer buy agricultural land for a solar park?
Often yes, but many developers lease the land or acquire it after rezoning it into the built-up area. The best route depends on the plot and the project timetable.
